These two stamps were issued to stress the importance of conserving energy and developing new services. One of the activities of the U.S. Department of Energy (DOE) is energy conservation. The cabinet-level department was established in 1977, consolidating the work of the Energy Research and Development Administration, the Federal Power Commission, the Federal Energy Administration, and some elements of other agencies. DOE acquired the Federal Energy Administration's work with conservation and fuel efficiency. It establishes standards for gas and oil consumption in factories and on the highways.
