Design of this stamp focused attention on the need to promote a program for employing physically handicapped individuals who could be trained for gainful activity in American industry. The stamp was officially issued in conjunction with the Eighth World Congress of the International Society for the Welfare of Cripples, conducted under the sponsorship of The President's Committee on Employment of the Physically Handicapped. The design itself is based on a photograph of a man in a wheelchair capably operating a drill press.
