Philip Carteret was the first governor of New Jersey, serving from 1665-1673. He was either a brother or cousin of Sir George Carteret, one of the colony's proprietors. Philip founded Elizabethtown and made it the seat of government. He was ousted by the Dutch in 1673. But prior to that in 1668, he put down a rebellion in the colony. Later, as governor of the smaller territory of East Jersey, he was involved in continual disputes with New York's governor, Sir Edmund Andros.
