Education, such as propagandizing via postage stamp designs, helps through development and dissemination of materials locally, through statewide organizations, and by the national government. Although behavior change is often very difficult to achieve, studies of the groups most affected by AIDS in the United States have provided encouraging indications that such change is underway.
