During Pres. Franklin D. Roosevelt’s first term of office – 1933-37 – Congress passed a series of economic programs essentially as a response to the Great Depression. Some historians refer to the three “R”s for the programs’ rationale: relief, recovery, and reform. Some of the programs, particularly the Works Progress Administration relief program and the CCC, were shut down during World War II. The Supreme Court ruled several programs unconstitutional.
