Design of this stamp honors the 50th anniversary of the consolidation of the
five boroughs of New York City.

Today New York City charter provides for a mayor elected at large, five borough
presidents, and a city council. The city also operates a public education
system that numbers nearly 1,000 schools, administered by a seven-member board
of education and 32 local boards.
