This stamp design was issued in conjunction with the Seventh National Watershed Congress. The stamp emphasized the importance of conserving our most precious natural resource. It was issued to call attention to the urgency of water conservation throughout the nation, with special emphasis on the protection and improvement of vital water sources. Central to the design is a close-up view of a drop of water falling from a leaf, symbolizing watershed influence upon the water supply. At right is an actual panorama: The town and farm in the foreground represent towns' and farms' dependence on watersheds.
