This design was issued to accommodate a new air mail postage rate that was
effective August 1, 1928.

Beacons are signaling devices used to guide ships or aircraft, or to warn them
of navigational hazards.  Beacons with rotating lights mark airports or are
used as reference points at night or when visibility otherwise is poor.
